Okay, I think I've gotten this out of my system for a while. I need to quit using spray primer; it's making the surface all fuzzy.

I went back and looked at the other one, which I had used a different spray primer on, and it didn't have the same problem. It may just be that (old) can of white spray paint that's no good. Fortunately, the texture doesn't really look terrible on the fabric surfaces, which is most of this mini...
